What's the rating?

    Historical Interest.

What's interesting about it?

This is the introduction -- for better or worse -- of K9 to the Who universe. While many see K9 as a shark-jumping moment for the series, in my still minimal exposure to the mechanical dog, he's much less annoying than he could have been. He often has smart dialogue that makes fun of the Doctor and he is excellently voiced with an attitude. Perhaps I'll feel differently when I've seen more of him.
While this story as a whole doesn't work so well for me, I quite liked the original owner of K9, an intelligent scientist who helps out the Doctor in the story. It's too bad he didn't become a companion as well.
The story is a retelling of  Fantastic Voyage, in which characters are shrunk down and romp through the Doctor's brain.

The concept is fine, they did some interesting early CSO work (what we'd now call green-screen)  to pull it off, and there are some nice lines from the Doctor as he travels through his own brain. So why not a higher rating? Well, there's the bad acting, the silly fluff they glued to faces to indicate they'd been taken over by a virus...

And, you know, the monster...

If you want to check it out for K9 you'll find at least some interesting bits in the rest of the story.

How can I see it?
